Packs add courts to a cabinet without a subscription. They never expire and do not unlock an organization.

How a court credit is spent
- One credit is one court case: an agent insists after bargaining and Foyer sends the case to GenLayer.
- A quiet pass, objections and bargaining never spend a credit.
- If the court transaction is not sent (network or RPC failure), no credit is spent.
- “Ask a human” is a verdict too, so the credit is spent.
